Each knife that bears this seal has a registered serial number with the Japanese Ministry of Economy, Trade and Industry. It certifies that only true masters were involved in the making of the knife. It is an expensive and complicated process to guarantee that the customer receives a traditional Japanese knife direct from the hands of a master.
